Australian universities may lose funding if they\u2019re not judged to be doing enough to address anti-Jewish hate crimes, according to new measures proposed by the country\u2019s first antisemitism envoy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y00093b6mdn3z5icu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Jillian Segal was appointed to the role a year ago in response to a surge in reports of attacks against Jewish sites and property in Australia, following Israel\u2019s invasion of Gaza, and was tasked with combating antisemitism in the country.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000a3b6myvua1bxg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Standing alongside Prime Minister Anthony Albanese Thursday, Segal released a report nine months in the making proposing strong measures, including the university funding threats and the screening of visa applicants for extremist views.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000b3b6md45eodho@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe plan is not about special treatment for one community; it is about restoring equal treatment,\u201d Segal said. \u201cIt\u2019s about ensuring that every Australian, regardless of their background or belief, can live, work, learn and prosper in this country.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000c3b6mvqkdn9b4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Like in the United States, Australian campuses were once the hub of pro-Palestinian protests led by students who pitched tents demanding action to stop Israel\u2019s assault on Gaza.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000d3b6mjab4e71k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The campus protests dwindled after restrictions were tightened and some protesters were threatened with expulsion, a move condemned by the activists as an infringement on free speech.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000e3b6m85rjal3o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Segal\u2019s report said antisemitism had become \u201cingrained and normalised\u201d within academia and university courses, as well as on campuses, and recommended universities be made subject to annual report cards assessing their effectiveness in combating antisemitism.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000f3b6minym49n1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Universities Australia chief executive Luke Sheehy said the organization had been working \u201cconstructively\u201d with the special envoy and its members would \u201cconsider the recommendations.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000g3b6mw2d1t2ci@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAcademic freedom and freedom of expression are core to the university mission, but they must be Antisemitic attacks in Australia surged 300% in the year following Israel\u2019s invasion of Gaza in October 2023.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000j3b6m98hij06n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the past week alone, the door of a synagogue was set on fire in Melbourne, forcing 20 occupants to flee by a rear exit, as nearby protesters shouting \u201cDeath to the IDF\u201d \u2013 using the initials of the Israeli military \u2013 stormed an Israeli-owned restaurant.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000k3b6mbsv8g5h6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A man is facing arson charges over the synagogue attack, and three people were charged Tuesday with assault, affray, riotous behavior and criminal damage over the restaurant raid.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000l3b6me9u6df0v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Executive Council of Australian Jewry, which Segal once led and is the umbrella organization for hundreds of Jewish community groups, said the report\u2019s release \u201ccould not be more timely given the recent appalling events in Melbourne.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000m3b6mb5l4g60h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            However, the Jewish Council of Australia, which opposes Israel\u2019s war in Gaza, voiced concerns about Segal\u2019s plan, saying it carried the overtones of US President Donald Trump\u2019s attempts to use funding as a means of control over institutions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000n3b6mvingq835@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a statement, the council criticized the plan\u2019s \u201cemphasis on surveillance, censorship, and punitive control over the funding of cultural and educational institutions,\u201d adding that they were \u201cmeasures straight out of Trump\u2019s authoritarian playbook.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" Kaiser, the group\u2019s executive officer, said: \u201cAny response that treats antisemitism as exceptional, while ignoring Islamophobia, anti-Palestinian racism, and other forms of hate, is doomed to fail.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader vossi-subheader vossi-subheader--size-h2\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmcx1aj8x00163b6myphm1ee8@published\" data-component-name=\"subheader\" id=\"education-immigration-and-the-arts\" data-article-gutter=\"true\">        Education, immigration and the arts<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" according to the report.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000s3b6mexepnno5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Arts organizations could be subject to the same restrictions as universities, with threats to pull public funding if they\u2019re found to have engaged in, or facilitated, antisemitism.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000t3b6mhontfq9c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhile freedom of expression, particularly artistic expression, is vital to cultural richness and should be protected, funding provided by Australian taxpayers should not be used to promote division or spread false\/ distorted narratives,\u201d the report said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000u3b6mlhfxapb8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Under the recommendations, tougher immigration screening would weed out people with antisemitic views, and the Migration Act would enable authorities to cancel visas for antisemitic conduct.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000v3b6mfe2c792b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Media would be monitored to \u201cencourage accurate, fair and responsible reporting\u201d and to \u201cavoid accepting false or distorted narratives,\u201d the report added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000w3b6mof345a9j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            During Thursday\u2019s press conference, Albanese pointed to an interview on the country\u2019s national broadcaster with a protester, saying the interviewee tried to justify the Melbourne restaurant attack.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000x3b6md4f4h98g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere is no justification for that whatsoever,\u201d he said.  \u201cThe idea that somehow the cause of justice for Palestinians is advanced by behavior like that is not only delusional, it is destructive, and it is not consistent with how you are able to put forward your views respectfully in a democracy,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000y3b6mtz1f23z0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Asked if the country had become less tolerant of different views and had, perhaps, lost the ability to have a debate, Albanese pointed to social media.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcx1ae5y000z3b6mftf8vdq0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI think there is an impact of social media, where algorithms work to reinforce people\u2019s views,\u201d he said. \u201cThey reinforce views, and they push people towards extremes, whether it be extreme left, extreme right.
